Depends on what you want to do. They're both accent cymbals that are used differently.
Do you want to ride something? Then get a Zildjian Oriental trash China
If you want a soft yet cutting accent somewhere in the middle of a fill or during a pocket groove? Then get a Splash. Look into Meinl Byzance splashes.

it depends on which one you'd use the most...
I've never had a China cymbal, but I had a Splash cymbal...
they are really cool for doing tricks on them
So, I'd say the Splash cymbal

well in a basic kit it would include a ride and a crash
- the ones people hit mostly besides the hi-hat would be the crash
- if you want a loud and raw sound you should get a china
- and if you want something bright and small you should pick a splash

these two cymbals are very different
splashes are small and makes that splashy sound
chinas are about the same size as crashes and they make a funky crashy, trashy sound
I'd go with the china
