It was a line of beginner/entry level drums from the early 90's and I think up to 2001-2002.
Were replaced by the Accent series.
Ludwig Rocker = Ludwig Accent Combo/CS100
Rocker Elite = Ludwig Accent Custom/Custom Elite.
finishes were similar, shell quality improved with the Accents and prices were lower because lugs and hoops were switched from Ludwig lugs to Dixon Die cast lugs which are also used by companies like Pulse and Gretsch on their Catalina mod series. Ludwig also started adding suspension tom mounts on the Accent series drums. there was also a Rocker Pro series which had Birch/poplar shells that were thinner and sounded better, but still had the lighter duty hardware but were marketed as low priced, gig worthy drum sets for the semi-professional.
The best place to currently purchase Ludwig Rockers is on Ebay there are many on there. As far as new goes, it's very, very rare to find someone selling one brand new, however there are still many steel snares from the rocker line that are sold at the bigger online music stores.
