It's about a guy in Jamaica that works for a banana plantation loading banana ships.("Daylight come and me want to go home")

Bananas were the cotton of Jamaica.

Dole and Chiquita got down there and basically work the natives like slaves.

"Come mister tally man" is about how they would wait for the man to come and count there bananas and see if they could go home. Most of the time they weren't able to.
