Replace the head.



Drum heads wear out. They all do. We all replace them. The bottom head is call the "reso" (or "resonant") head. Here is a page full of heads:

Note that some are as low as US$10 . Most are more. But none are as expensive as a snare drum. A nice snare drum can cost as little as US$100. Many are far more. Shop around.





(Added: By the way, if you decide that you must replace the drum itself, then --- and this is very important --- ship the old drum DIRECTLY TO ME! What will I do with it? I will replace the heads of course and have a brand new awesome drum!)
