I think that is song is up for interpretation. it's very possible that it's about weed or any other drug,
but personally, i think it is about woman that all the men want, and she has this people that shocks people with high voltage, as if an electrical surge went through their body, like and electric eel, giving the men who can't deny her an electric feel. This happens coast to coast and it goes on to tell how the world was made for love, electricity is the medium they used to describe it's effect and how you need to follow what you feel.
